Actually, yes it is owned by CN but is run by GEXR. VIA has priority over ALL trains. The Via is delayed by their own train in London. Get your facts straight before you speak.

The 9:20 am train to Toronto is almost always late. CN owns the line so freight trains take precedence. Write your MP if you want more reliable service.
